She has master’s degrees in Sociology and Higher Education Administration, reflecting her interests in sociology, leadership, program evaluation, and education. Cara focuses on using implementation science to improve and expand effective programs. She enjoys helping teams grow through a strengths-based approach and loves creating and leading team retreats. Above all, she values having fun throughout her work.

With an interdisciplinary background and a gift for translating complex ideas into clear, actionable insights, Catie strengthens projects through her thoughtful approach to research, inclusive engagement, and accessible communication. Her skills in qualitative analysis, participatory research design, and creative facilitation help organizations elevate community voice and build authentic connections across language and culture. Catie is the founder of Voices Consulting, where she partners with organizations to strengthen their language and cultural readiness to better serve Spanish-speaking communities.

Angie is a proud citizen of the Confederated Tribes of Grand Ronde and brings extensive experience working with Indigenous populations. Throughout her 30-year career in early care and education, Tribal government, and philanthropy, she developed a grounded leadership style that balances high-stakes regulatory and fiscal oversight with a profound commitment to community impact. At the core of Angie’s approach is a belief that sustainable systems are built from the ground up—requiring transparent engagement and the courage to address structural challenges head-on. A trusted advisor in governance and policy, Angie has served extensively on state and local boards and is the founder of Discerning Insights, LLC.
